Here is a brief explanation of wingle, dongle and mi-fi.

Wingle – needs a USB port to work as a WiFi hotspot (Laptop, USB socket, Car USB socket) 

Dongle – needs a laptop/PC USB port. It works with only a single device as it does not work as a WiFi hotspot.

MiFi – no need for a USB port, it has a rechargeable battery with 6 hours backup. Works as a WiFi hotspot.
